pier or tender?

Is the docking in Santo Thomas a pier or tender? Thanks!

At the pier, it was actually a container port. They do have a big shelter/building set up, with shops, booths, vendors etc inside. Also when we where there in April, they did have several shows, music etc inside. This is NOT a port where you can walk out the front gates to stroll around. This is a port where you would want to have an excursion.

Thanks for your replies. I much prefer the pier...less time to have to wait for tenders!
