Best way to get around?

Here's what my family would like to do while in St. Martin, we're on the Freedom and will be there from 8am - 6pm I believe, we'd like to see both the French and Dutch sides (ie Marigot and Phillipsburg), and then get over to the Divi resort for some snorkelling, we have our own equipment. We'd also like to get some pictures along the way if possible. Should we rent a car, take taxis or do a tour (Joyce Prince so far has availability for our date and said she'd cover all we wanted plus some). I'm on a budget since my cat just needed major unexpected surgery that I didn't plan for. Opinions please?

The most efficient car rental method is to rent at the pier. The cars are stored 2 blocks outside the pier gate so you can be on your way right away. The car rental places all close at 5 Pm sharp. Hertz, Budget and 3 locals.
