Can anyone tell me if I can purchase the BUS/FERRY passes on the ship?

Yes you can...or in the Visitor's Center just as you get off the ship in St Georges.

If you buy it on the ship, they add it to your shipboard account. For us, it worked out great, as we didn't have to use our 'cash' for the pass once we got off the ship. It isn't activated until the first time you use it, so it doesn't matter what day you buy it on the ship.
