Can someone tell me how far the Astor is from the cruise ships? Is it a safe walk? with or without luggage?

I think it will be a little over a mile. It should be perfectly safe at pretty much any time of the day or night. I wouldn't want to carry luggage. A cab shouldn't cost too much.

It's about a mile. I've walked it, and it's not a hard walk, but I don't think I'd want to schlep luggage that far. A cab wouldn't be that expensive from there. Location is great for just about any sight-seeing you want to do. It's a beautiful hotel - one I'd recommend.
