Philadelphia Cruise Terminal

There are 17 in my group and we will all be in at PHL by 9:00am. I found a cab company that gave me one price just to transport and another to give a 2 hour tour first. Is there anywhere to sit and wait for boarding at the cruise terminal or should we take the tour first to kill the 2 hours before being able to board?

Best to book the tour as it can be a little slow at the Cruise Ship Terminal. As you know, it's located in the old Navy Yard so it's a little isolated but there are places to sit.
