? about all inclusive cruise for groups

Has anyone ever heard that on some of Carnival's ships you CAN NOT get the group all inclusive option? I know there has to be 30 people and all have to sign up for it, but a TA is telling us that she can not get the option for our cruise on theTriumph in Dec. of next year....I'm just wondering if anyone has had the experience of being turned down for it..
