Letter for minor

I was just told by Carnival that it is not required for me to have a notarized letter for my daughters 17 yr old friend just recommended. Any thoughts? This girl lives with her aunt and uncle and until 2 days ago I thought they were her legal guardians. She has a social worker but no contact with her father and very little with her mother who is extremely bipolar and doesn't always take her meds. Not sure what to do.
