Latest time you can board on embarkation day

In Ft. Lauderdale, Navigator sets sail at 5:00pm. What would be the latest time we could safely be at the cruise terminal?

There is a new regulation going into effect in February that you must be checked in and on board one (1) hour prior to sailing.

 

This is a new Homeland Security regulation, so it is not something Regent can alter. So if you aren't checked in and on board one hour prior to the scheduled departure time the ship cannot allow you to board.
