New York sightseeing tour

We are going on the VOS to Bermuda in May. The RCCL website offers a shore excursion for a sightseeing tour of New York. Would anyone know if you can book this tour for the disembarking day and if you're able to leave you vehicle parked in the parking lot at Liberty Port for the rest of the day?
