The letter you will receive clearly states the CL is only for suite guests and the use of it is extended to diamond/plus members only also. You can always ask the concierge the first night but the Explorer is usually packed with Diamond/Plus members plus all the suite guests that we always have an overflow lounge on a 9 night plus as the lounge is much to small to hold everyone. However it is up to the concierge and he's the one who knows the amount of members expected so he makes the decision. We are also handed an extra key card in the CL so we each have one.

I forgot to say that my parents were staying in JS cat. They are still only platinum members but since they are staying in JS on the Explorer can they go in the concierge??

No. It has to be GS or above. JS doesn't count as a true suite.
