soda & water limits

I know Carnival allows you to bring limited amounts of soda and water on board at embarkations but do they let you do the same at the ports?

When we were on the Triumph this past Jan, we checked two 12 packs of Diet Pepsi, and a 16 bottle case of water. We checked it with our luggage at the port and it was delivered to our room. In Porta Rico we got another 12 pack and just took it on the ship....nothing said.
