If you take the AutoProgreso tour to Reef Yucatan you will have plenty of time to do the bus tour before the resort tour. It didn't leave town until 10:00 or 10:30. You will probably have an hour or 2 to kill when you get back to town. I think that we were back by 4:00.

There are a number of different tours that go to the Hotel Reef Yucatan, so I'm sure you'd be able to do everything you want.
