swimming in Ensenada

Help!! I am sooo confused. We are taking our first ever cruise to Ensenada in July. (Carnival Paradise). I am thinking that my kids might want to go shopping and then just hang out on the beach. Are there public beaches? Or are they all private beaches? Is Estero Resort worth spending $100 for the day to access the beach?? Thanks for any advice!

 

(OOPS I just realized I'm signed in as my mom! This really is my first cruise!)
