transfer when flying the day before

I have a cruise out of Colon, Panama in January and I'm flying in to Panama City the day before. RCI will not let me prereserve a transfer from the airport because I'm flying in the day before. Is that normal? I really think I've done this before.

Yes, that's normal. They usually only allow booking of transfers by people flying in day of or people who have booked everything through them (hotel and air). What I recommend is asking on the Ports of Call board for Panama about transportation options. There is a poster who lives in Panama who may be able to give you advice about reasonable, safe transportation.
