What is that little door thing that is open while docked?

Due to the sharp, inward angle of the bow, the crew is able to more clearly see what is below the bow of the ship, while approaching the pier. On the older ships (without the doors/platforms), an officer would have to hang out over the side of the bow to see what was directly below them. I saw them do this several times on the older ships, and thought at the time that it was a very unsafe practice.
