While we did see a few gals going topless at PP, it wasn't a virtual melon patch. I think that there were 3 but I would have to review my pictures from that cruise. ;) I think that there are a couple of places on the eastside where you might find freedom. You might try Mezcatito's or near Coconut's.

I saw 4-5 topless women while at Mr. Sancho's. And they weren't the type of topless sun bathers I thought I would see!

There were a few topless sunbathers down from us at Nachi.

The beach adjacent to Mezcalito's has a sign proclaiming that it it a naked beach. However, the consensus is that these are signs erected by Mezcalito's as a way to keep their employees happy.

 

That northern part of the east side has limited access. So, if your friend is shy, but wants to bare-it-all, that might be the place.
