I saw a thread that indicated that women had to wear dresses or skirts. NCL and NCLA both ask for resort casual attire in dining rooms for dinner. No requirement for dresses or skirts. I'm not sure what "upscale" means in the context of pants outfits, but pants and a top will do. Those choosing to dress in a more fancy manner may choose to do so, but resort casual is what NCL and NCLA require. They ask that shorts not be worn in dining rooms at dinner, but some reports say it isn't rigorously enforced. Enjoy your vacation. Don't worry about your attire. Shorts and jeans are ok in all restaurants but the Bistro and Liberty Restaurant. Jeans can (last time I was on the ship) be allowed into the Bistro but not Liberty.
