Port or starboard balcony for Panama Canal?

It doesn't matter. You don't know whether your ship will use the left or right lock until the last minute. Both locks often operate the same direction (so ship in the lock next to your ship will be heading into or out of the canal the same way your ship is).

 

Besides, you will want to walk around the ship while you are in the locks and canal anyways to see everything that is happening. If you stay in one place you will miss lots of interesting details.

Exactly. The best place to see the locks on the ship would be on one of the open decks. If you are lucky to have a balcony on the the side of the ship that is next to the adjoining set of locks, then you might sit in comfort and enjoy that, but you won't know which side the ship enters the locks until you get there and the authorities assign the side.
