Has any heard of paying a flat fee to use the steam room and other non service items in the Lotus spa that gives you use of these facilities daily?

It sounds to me like you are talking about a thermal suite pass, and yes that is something Princess sells. Basically you can buy by the day or week, and have access to steam rooms, sauna, special showers and hot tile loungers. I don't remember what it cost when we did it on the CB.
