You can smoke in any cabin, except the spa cabins, I think, and you can smoke in the bars and casino. My cabin steward brought me two ashtrays just a few weeks ago...... To the "OP"...Smoking is allowed on outer decks (but not the aft pool deck) on the starboard side. Smoking is allowed as mentioned outside on the Starboard side which is the right side of the ship.. check your capers for the bars that you are allowed to smoke in.. and YES to smoking in cabins.. I don't know what Carnival Ships the above poster has been sailing on.. I have been sailing on Carnival since 2006 ..and I have been able to smoke in all my cabins.. It is also permitted on one side of the ship on the outdoor decks, in the casino, in the designated smoking areas in the bars and lounges. No smoking in any eating venue or in the main show lounge. When we got back to the room, you would never have known anyone had ever smoked in there. The ships have great ventelation. I have never been bothered by smoke on the ships. I could be wrong, but I thought the bars on the non-smoking side of the ship were non-smoking also, and the bars on the smoking side were smoking, but I could be wrong. If you go to the auto parts store there is a product called "Ozium". it works. It is what they use in cars to take the smoke smell away. I use it at home.
