Taxes/Port Fees Question

Hi all,

My wife had been reading about the cost of vacations going down with lower demand and gas prices. She asked me to price out our vacation if we had purchased it today vs 2 months ago. When I was I going through the process, I noticed that the taxes and port fees had gone down about $12 per person since I booked the cruise, eventhough the fares have gone up substantially. I know that cruise prices fluctuate, but do taxes and port fees fluctuate as well?

In case you are wondering, if I had booked the same flights and cruise today, I would be paying $1500 more
