We took a (Celebrity) ships tour of the city. The trip over the mountains is spectacular...and the poverty is eye opening. In the ciry, almost all the walls around the houses have glass cemented in the top to prevent someone climbing over. The military presence is very strong. Having said that, the history of the city is really interesting and if you enjoy studying other cultures at all, you will get a lot out of this trip. Definitely do not go off on your own. The terminal only has a few shops that are safe to shop in & going any further on you own is not safe. I would definitely sign up for a ships tour going to Caracas.
