Where are you seeing that? I've never heard of it.

Are you a Travel Agent? If I'm not mistaken... Non-Commissionable Fare/Non-Commssionable Funds....a.k.a....Port Charges, Taxes, etc. Seems like NCF, is something that would show up on an agent's booking engine.

Could also be one of the many bugs/glitches Carnival's website has time to time:).
