St. Thomas: what time can we actually get off the boat?

Hello! My itinerary for says "St. Thomas: 8 am - 6 pm."
I have heard of people not being able to get off the boat til about 9 am--something to do with people not following instructions in the customs/immigration lines? ????

Anyway, I would like to schedule an independent excursion at 9 a.m. Can anyone advise if this is a bad idea or elaborate on what the problem is with disembarking in St. Thom?

St Thomas is a tough one as you have read, the boat has to totally clear all passengers before anyone can go ashore. It is a tough port to book private excursions through. No set time for sure, it will just all depend on the passengers following instructions and going through the process.
