I would think Taxi. $12 each way for 2 people.

 

The water was too cloudy to consider snorkeling the day we were there and I read somewhere else that is often the case.

 

Taxi fare to one of the supposedly good snorkeling beaches (Turner's Beach, etc.) was $32 each way for 2 people.
