Question about small print on points for NCL worldpoint card

I have the card. I have never noticed any problem with getting double miles for NCL purchases. Nor have I noticed a discrepancy for dollars spent and points earned.

 

However, when reading the small print, it says you do not get points for ebill payments (like when you put your utilities on the card). So it made me wonder if anyone had had any problems with this.
