Yes, on QM2 the future travel office is Deck 2 forward or Stairs B, you may not get a voucher but if you book whilst on board you will get the deal. I think that is what you are asking :)

While on board you will get 5% past cruiser discount but also a further 3%. But be careful. You will not get the 5% on line commission which Cunard offer now in the UK

I think the amounts change voyage to voyage, but I recently cruise on QM2 balcony and booked a cruise to the Med, balcony again, I received $600 obc, passed the cruise to my TA and received their discount as well, which is higher than the discount offered by Cunard. So, yes it is well worth booking a cruise from the cruise ship.
