Drinking age on Costa departing from FLL

On the Costa web-site it states that on ships departing from the US the drinking age is 21 and on other departures it is 18.

 

Does Costa allow those between 18 and 21 to drink if they sign a parental consent form. I know NCL does this on ships leaving US ports.

 

Anybody have any experience with this?

 

My son would be 19 and as our drinking age in Canada (QC) is 18 he is used to going to the clubs. I would have no problem signing something that says he has our permission.

 

No flames or judging please. Just actual Costa experience.
