Yes, but it would be charged like a catered affair, so it would be expensive for a casual get together. Many people do that for their wedding receptions.

 

Bolongo Bay Resort has a decent beach and restaurants on-site. Best Western Emerald Beach would be another option, or Island Beachcomber next door to Emerald Beach.

On St. John maybe the Beach Bar in Cruz Bay. On St. Thomas, Iggies at Bolongo Bay comes to mind or maybe Hull Bay Hideaway (they aren't right on the beach but have pool tables and other stuff, restaurant/bar - they are right accross the road from the beach - really short walk).

 

And if you wanted something fancier then you could check out one of the beach resorts with beach side restaurant/bar on either island.
