Horse Drawn Carriage tour in St. George

Is it possible to do this on your own in St. George? I know it was at one time but I thought I remembered reading that the cruise lines had contracted with all of the people that did this so that people had to go through the cruise line for this. I'm just trying to figure out whether to book in advance for our June 7 cruise or to try and pick it up when we get to Bermuda. Also, are the carriage rides still available in Hamilton? Does anyone know the costs (2 people) for these tours?
