Everything in the "machine" area of the gym is free. The active fitness classes are what cost extra (as opposed to things like seminars on health), as does the spa (unless you are in a spa cabin).

 

I didn't use the gym, but I used the spa quite a bit and noticed that the gym seemed to be busy all of the time. The best time to go might be during meals - it was definitely quieter in the spa at that time, at least until the last couple of days.
