9 year old girl - dress in churches?

Hello

I know I must cover my knees and shoulders if we visit any churches or religious buildings in Rome, Pisa etc but I was wondering about my 9 year old daughter.

All of her dresses are sleeveless - should we carry a little cardy or shawl or make sure she wears a T-shirt on those port days or are rules different for children?

Either carry a little shawl or go for the t-shirt to make sure she gets in. I did see young people turned away for not being covered.
