Does RCCL offer "always available" menu items like Princess does?

If I read your question right, the answer is yes.

 

Each night the menu always has 2 of the following sirlion steak, chicken breast or fish. In addition chicken noodle soup is usually available as well as lettuce and tomato for a salad.

 

I hope is what you were looking for.

I believe they now call the Sirloin Steak the infamous "Ranch Steak." The quality of this item seems to have been downgraded in conjuction with the higher prices in the alternative steak house. Hmmmm. Do you think this is a conspiricy?
