Rooms turned in 90 days out
in Carnival Cruise Lines

I'm new to cruising/using a Travel Agent so I'm not sure if this is a good question or if it helps. Do TAs get special access or special "blocks" of rooms they can sell that, as part of their agreement with the cruise line, they have to turn in at 90 days if not sold? If this is the case, maybe those are the rooms turned in at day 90?
