Just asked the Chief Engineer of the NCL Getaway who confirmed that it is a warning to other craft of the submerged bulbous bow. As an engineer myself, I know of any material that would be strong enough, of that size, that could possibly break the mooring lines. At best that hanging line is 1 inch diameter. There are multiple mooring lines of at least 3 inch diameter. Do the math.
