I cannot think of a ship on Carnival or Princess where the drawers have handles on them - so the exterior locks wouldn't work. My son was 2 when he started cruising and there was nothing he could hurt in the drawers or cabinets and I don't even think I had to tell him no...just wasn't interested. Too tired after camp! Those locks are mostly for kitchen devices (sharp) or chemicals/drugs. Knives and drain cleaner aren't likely to be on a ship, and any drugs can be stuck on a high shelf in the closet. Some ships have the hairdryer in the top desk drawer, but that isn't immediately dangerous, and it's pretty obvious if s/he manages to turn it on. You could also lock items in a suitcase with a simple suitcase lock to keep them secure from a 2YO. Most balcony doors have a lock up high, and as CB says all the cabin doors are typically to heavy for a 2YO to move. There is probably more danger in the child thinking they can hold it open like a regular door and getting squashed/trapped/slammed into the door frame.
