We are doing Rhapsody of the Seas from Vancouver to Hawaii next September. Our plan to B2B it with the previous Alaska cruise (Seattle-Alaska-Vancouver) has now gone away due to all of the "chatter" about the alleged illegality of this and possibility one cruise will be cancelled by cruise line, as others have reported happened to them. SO....choices are now, Holland Volendam (Vancouver-Alaska-Vancouver) and then 2 days to enjoy Vancouver prior to Hawaii cruise, Celebrity (Seward-Vancouver) arriving same day as Hawaii departs, or...just doing Hawaii and saving Alaska for another time (mainly due to concerns over "bad" weather in September). We really had never considered cruising to Alaska, but figured since we were going to be in the area and had the time available, might as well try it. Your thoughts are most welcome.

Either would work. While Celebrity is also an RCCL company, I don't think the PVSA would apply when your journey is on two different vessels.

I would probably choose the Volendam. It has a great itinerary visiting both Tracy Arm and Glacier Bay. The other bonus is getting to spend two days in Vancouver, a great city with lots to see and do. Although I agree that late September will not likely have ideal weather, like you said, you are there already, so why not????
