Costa stingray tour need to be 12 and up?

Part of the reason we are going to Grand Cayman was so that the kids (9,11,13,15,17) could go to Stingray city. Dh and I did it a few years back and I thought for sure that I saw kids snorkeling and swimming with stingrays. Costa's shore excursion thing is listed on all snorkel and stingray trips that you must be 12+ to participate yet they'll be happy to charge a 9 yr old the same as a 15 yr old.

Has anyone done Stingray city with kids under 12? With Costa excursions? On your own? I'll do them on my own if my 11 and 9 yr old can participate, but would rather just book with Costa.

 

Anyone?
