Where are you going? If it is a Caribbean cruise starting and leaving from the same US port, then a birth certificate..with a raised certification, a seal ..will work.

 

If you're going anywhere else outside the country, a passport is needed. Not a passport card, but a passport booklet.

There are no cruise passport exceptions due to age; if an adult needs a passport for the trip, so does a toddler. If the adults do not need a passport, neither does the toddler.
