I was going to reserve a specialty restaurant on an upcoming cruise on Oasis and found that I have to pre-pay. Isn't there a way of applying cruise credits to the specialty restaurants?

Only if you book while on the ship, if you book online you have to prepay.

And there is a very good chance they won't have a good choice of dining times. Some of the specialty dining books up quickly. Especially the popular times.

I would definitely book before you go, then you will have your choice of times and can make your dinning times work with your show times. They usually fill up rather quickly. We did all ours before (shows and speciality restaurants) and we were very glad we did. Don't miss 150 Central Park and the Solarium Bistro (at night), yum yum.
