Port of Miami Drop Off

I've searched through the forums and haven't come across a definitive answer.

 

We will have a rental car before our upcoming departure out of the Port of Miami. Can you drop off passengers and luggage at the terminal without paying the $7 for short term parking?

 

I'm hoping to be able to drop everyone and the luggage off, go to the rental car location (Avis Downtown) and take a cab back (I've read that it's between $7 and $10 cab fare). Does this seem reasonable?
