I don't know about Monarch, but recently on Liberty OTS the muster drill was in the dining room. You don't have to take the life jackets with you.

It varies by ship and onboard the Freedom, they were all over the ship. Some were deck 3, some were deck 5, some were deck 4, but they usually stayed in that general vicinity.

To the op - muster will be on 7. Could be inside or outside and life jackets are not used for the drills.
