All luggage is supposedly screened for explosives etc....so as for it being a security issue that is balderdash. Could it cause an overweight problem on an aircraft? Not usually and on long flights they actually weigh the luggage they PUT on the plane(they weigh the containers the luggage is in not the individual bags).... In any job where tipping is the majority of earnings are people surprised to find out that by bunging a few extra bucks in the way of the employee that they'll bend/break the rules?
