Luggage pickup in Tampa?

After disembarking the Radiance in Tampa, how is the luggage pickup arranged? When we sailed from Ft Lauderdale, all the luggage was lined up by colors in the terminal, but Miami, we had an "airport" style carousel which took about 45 minutes of waiting after we got off the ship. My brother is sailing in April & is wanting to know if a 10:30 flight is too early. He is looking to me for advice since I have sailed 3 times before. I know they can do self-disembark or request the 1st color off, but I'm thinking 10:30 is pushing it.
