How timely is boarding the ship/disembarkation at POM?

Curious as to people's experince with on time boarding and disembarkation. Sailing on Liberty of the Seas in March and was planning on taking a cab to the port around 10:00 so we could see some of the port action and board as soon as RCI allows (I understand 10:30??).

 

My concern is if the boarding is delayed and we have taken a cab- what would we do for up to several hours?

 

If we decided to drive to the port and park can we take our car back out?

 

Does anyone know if there is a number you can call the morning of disembarkation and check on departure time???
