Royal Carribean Port Shuttles

Do you mean from airport to ship? No..they are "per person"...kid's are people, too!

 

What port/airport are you using? Many times, a cab is the fastest, cheapest option, as it's a "flat fee", not a per person charge! In all of the port cities (or at least, most!), there will be taxi stands at the airport and at the port...very easy.

It's a pay per person, but infants were free on some things, especially if they are cruise ship shuttles. But, some shuttles in Europe are run by locals, not the cruise line, especially in Venice. If you have a stroller child, I recommend the vaporetto because they are ramped, unlike the water taxis. And they're a whole lot cheaper.
