We pack the water in double ziploc bags and checked it through with the luggage in a duffel bag. The sodas (I took diet Dr Pepper since it is not readily available onboard) we again packaged in ziploc bags and split between our carry-ons. We've never had a problem. The legal answer is no--however, it depends on the security people at each port. Last year security was very tight out of Galveston. I would suggest putting a few bottles in carry-ons and then adding to it in port. Also, you can always refill your empty bottles onboard. The tap water is created by reverse osmosis, I think, and is quite drinkable....I'm picky about water and I think the tap water tastes fine.
