Or do you need to use the stairs from other decks.

You have to take the stairs one flight down to the Atlantic deck and then go forward through the interior garden promenade. There's no access through the main lounge on deck 4

Hmmmm not very HC accessible for a child wanting to participate at Circle C or use the arcade.
