Whale Watching in Victoria

We are doing the repositioning cruise on RCCL's Vision of the Seas from Los Angeles to Vancouver the end of May. Does anyone know the likelyhood of seeing whales at this time in Victoria. They are offering a tour but there is no guarantee that you will see whales. I really only want to book this if the percentage is higher rather than lower as to the likelyhood of seeing any. It depends where the resident pods are? But I whale watch out of Victoria every trip. It's scenic sailing. I always go via Zodiac with my prefered vender Seacoast Expediations.
