Princess/Civitavecchia - need to be there 4 hours early??

We were told, by Princess Cruises, that we need to be at the Cruise ship in Civitavecchia no later than 2pm for a 6pm departure. Our travel agent said you need to be there at least an hour before departure. Because we will have precious little time in Rome, I don't want to cut the sightseeing short if I don't have to. Is Princess just trying to prevent stragglers, or do I really need to be there 4 hours before departure in order to make it on the boat? What is drive time from Rome to Civitaveccia? We have a driver already lined up. Thanks!
